I think only the Stanley Cup winner moves not both finalists so IF Ottawa wins they move to 30th and everyone who finished above them in the standings (below in the draft order) bumps up one place. Anaheim stay where they finished in the standings - bumping up the one spot when Ottawa moves to 30th so the Anaheim pick will end up at 26th. (i think)

If Anaheim wins... well yeah... I hope the ground opens up and swallows me so whatever.

I thought the whole mess above 14 was decided by playoff seeding, not just the bottom two or four. Since the Rangers went out in the second round, wouldn't that put them in the low 20s?

From Wikipedia:

"Starting with the 2007 NHL Entry Draft, the Stanley Cup runner-up will receive the 29th pick, the conference finalists will get the 27th and 28th picks, and each team eliminated prior to the conference finals will receive the next higher picks."

From 1 to 25 the picks are determined by standings with the first 14 being scrambled by lottery.
